Campus Security Policy and Annual Security Report
Crime and Emergency Reporting Procedures and Technology Center Response to Reports:
The Northeast Technology Center will not tolerate misconduct such as bullying, harassment, intimidation, retaliation, and criminal acts – including sex offenses. The board believes that its students and employees should know how to report criminal and suspected criminal activity and other emergencies that occur on its campuses. To report a crime or other emergency, the victim and/or witness should contact campus security/local law enforcement/assistant superintendent.
The Assistant Superintendent at the Campus at which the incident occurred or where the student is attending classes should also be contacted. The Assistant Superintendent will determine whether a report has already been submitted to law enforcement and, if not, will assist the student/employee in reporting the incident to the appropriate local authorities, i.e., sheriff’s department, fire department, etc. The Assistant Superintendent will also notify the district’s Title IX coordinator if a sex offense involving a technology center student or employee has occurred. The authorities will gather the necessary information, investigate the incident and make an official report.
The Title IX coordinator will also conduct an investigation on behalf of the district, although the investigation may be conducted in conjunction with local law enforcement. The Title IX coordinator will take interim acts, as necessary, to ensure the safety and well-being of the alleged victim. At the conclusion of the Title IX coordinator’s investigation, the technology center will take appropriate disciplinary actions. The Assistant Superintendent in charge of the campus at which the incident occurred will maintain records concerning the incident and the statistics. Additional details regarding the administration’s response to reported incidents is contained in the technology center’s policy regarding harassment. Additional details regarding the severe disciplinary consequences which will be imposed on employees or students who violate this policy can be found in the technology center’s policies regarding student behavior (for students) and professional conduct and employee discipline (employees).
Good faith reporting any suspected criminal activity will not result in reprisals or retaliation. Reprisals or retaliation which includes intimidation, threats, coercion, discrimination or any other form, is prohibited.
Supportive Services for Victims of Sex Offenses:
Any individual who is the victim of a an on-campus sex offense, and any student who is the victim of an off-campus sex offense impacting the education environment may receive information on community resources such as mental health care, victim advocacy and housing referrals. Technology center administrators will work with these individuals to assess the need and craft appropriate interventions to ensure continued student and employee success.
Building Access and Security:
Northeast Technology Center understands its mission in providing education to its students. It is equally important that we be aware of our responsibilities to our students, their families and our employees in providing a secure and safe environment to study and work.
There is a scheduled time for locking each building. Students may only remain in a building after that time under the direct supervision of an employee who is also present in the building. Staff and faculty are encouraged to check in with the campus administrator on campus if they are going to remain in or return to a building after normal working hours. The campus administrator will also make periodic security checks. No building keys will be issued to students nor is any employee authorized to loan a building key to a student or a non-employee.
Campus Law Enforcement and Relationship with Local Authorities:
The Technology Center encourages all persons to report criminal and suspected criminal activity that occurs on campus to the campus security/law enforcement/assistant superintendent, who will immediately investigate each incident.
Security Procedures and Practices:
Northeast Technology Center depends on the Northeast Technology Center Police Department for law enforcement on each Technology Center campus. The police officer’s perform a variety of tasks in response to reports of criminal activity and emergencies on campus, including the investigation of criminal and suspected criminal activity, the apprehension of criminal suspects and the investigation of accidents.
Crime Prevention:
Northeast Technology Center periodically sponsors crime prevention seminars for students, staff and faculty. In addition, literature designed for the Technology Center will be available in the office of the Assistant Superintendent on each campus to students, staff and faculty, covering the following areas:
Alcohol Awareness/DUI
Crime Prevention and Safety Awareness
Dating Violence
Domestic Violence
Drug Abuse
Rape/Date-Rape Awareness
Sexual Assault
Stalking
Statistical Information
Prior to October 1st of each year, the technology center will disseminate a campus crime report to all current students and employees via school notification system and posting on the technology center’s website. The report will comply with all aspects of the Clery Act. Applicants and members of the public may request a copy of this report by contacting the District’s administration office.
The district will maintain all statistical data on Clery Act crimes for seven (7) years.
Monitoring and Recording Criminal Activity at Off-Campus School-Sponsored Student Organizations:
The Technology Center does not sponsor any off-campus student organizations.
Possession, Use and Sale of Alcoholic Beverages and Illegal Drugs:
The Technology Center has enacted policies for students and employees concerning drugs and alcohol on campus and in the workplace. The Policy with Regard to Employees for a Drug and Alcohol-Free Workplace is contained in the Personnel Policies and Procedures Manual. This policy prohibits the use, possession, dispensing, distribution, manufacture or being under the influence of a controlled substance, alcoholic beverage or non-intoxicating beverage (as defined by Oklahoma Law) in any of the Technology Center’s facilities, on Technology Center property (including vehicles) or a Technology Center sponsored function or event by a Technology Center employee. Violation of this prohibition will result in disciplinary action, which may include dismissal or non-renewal of employment. A violation that constitutes a criminal act will be referred for prosecution. The policy also requires employees engaged in the performance of work under the terms of a federal grant, as a condition of their employment, to notify a Technology Center administrator in writing of any drug conviction (including a plea of nolo contendere) for violation of a criminal drug statute that occurred at a Technology Center workplace within five calendar days after the conviction. The conviction will result in dismissal or non-renewal.
The Policies for Students Regarding Drugs and Alcohol are contained in the Student Handbook and on the Northeast Technology Center website (www.netech.edu). Under these rules, students are prohibited from using, being under the influence of, possessing, furnishing or selling alcoholic beverages, non-intoxicating beverages (as defined by Oklahoma Law), illegal or illicit drugs or other mood-altering substances at the Technology Center, while on Technology Center vehicles or at any event sponsored by the Technology Center. Violation of the rules will result in the imposition of disciplinary measures, which may include suspension for the remainder of the current semester and the following semester. Student violation of the rules also constitutes illegal conduct that will be reported to law enforcement authorities.
Information for students and employees about drug and alcohol counseling and rehabilitation and reentry programs available to them in the geographical area will be maintained in the Assistant Superintendent’s office on each campus.
