Closure of Programs & Elimination of Instructional Positions

Following are guidelines to be considered by the Board of Education in determining whether to close a program or eliminate existing instructional positions at Northeast Tech. Programs and instructional positions may be reviewed yearly in February and as often as the Board deems necessary. The guidelines to be considered may include but shall not be limited to the following:

Definitions:

  1. Target Enrollment: The administration shall establish subject to Board approval the number of students for programs and instructional positions. Target enrollment may be exceeded upon approval of the Superintendent.

  2. Minimum Enrollment: Each program and instructional position shall maintain at least 60% enrollment of the target number.

Non-compliance with Minimum Enrollment:

Program or Positions falling below 60% of the target enrollment shall be considered as not meeting the minimum enrollment requirement. The program or position may be placed on probationary status or recommended for closure or elimination. If the Board places the program or position on probation, the instructor holding the position will be notified of this decision in writing. If minimum enrollment standards are not met the following year, the program and/or the position shall be considered for elimination by the Board of Education.

  • Formula for calculating minimum enrollment: 3 hours, times the number of teaching days from first day of classes, times target enrollment, times .60 equates to 60% of the total possible contact hours possible for the time period. NT student records software and teacher records will be used to calculate the number of actual contact hours delivered. If the number of actual contact hours delivered is less than 60% of total contact hours possible, as calculated above, the program or instructional position may be considered as non-compliant.

Minimum Retention and Completion: Each instructional position shall maintain at least 60% positive retention/completion. Positions falling below 60% positive retention and completion shall be considered as not meeting the minimum retention and completion standards. The position may be placed on probationary status or recommended for closure or elimination. If Board action places the position on probation, the instructor holding the position will be notified in writing. If minimum retention and completion standards are not met the following year, the position shall be considered for elimination by the Board of Education.

Formula for calculating minimum retention/completion: The Sum of students reported in follow-up in categories 3.A, 3.B, 3.C, & 3.D listed below divided by total number of students reported in follow-up or such alternative measure which meets all 2 requirements of ODCTE. Minimum retention and completion shall be calculated using ODCTE follow-up data for students from the previous school year.

  1. Completed Program- Student completed the Program last school year. The student will not be submitted as an enrollment in this Program for the current school year. Completion is defined as completing all requirements set forth by the school for the Program approved for that school.

  2. Course Concentrator – The student did not complete the entire Program but did complete the number of hours of the Program as defined by the Oklahoma Department of Career and Technical Education to qualify as a Course Concentrator. The student is no longer enrolled in the Program.

  3. Continuing in Program – The students are continuing in the Program this school year and enrollment has been submitted for the current school year in this Program.

  4. Skill Enhancement Enrollee – The Student enrolled in the Program for a specific set of knowledge and skills and did not intend to complete the entire Program or even an entire course – but did complete the intended course work. The student is no longer enrolled for this school year. This category will only pertain to adult students.

Minimum Positive Placement: Each instructional position shall maintain at least 60% positive placement. Positions falling below 60% positive placement shall be considered as not meeting the minimum positive placement standards. The position may be placed on probationary status or recommended for elimination. If Board action places the position on probation, the instructor holding the position will be notified of this decision in writing. If minimum positive placement standards are not met the following year, the position shall be considered for elimination by the Board of Education.

Formula for calculating minimum positive placement: The sum of students reported in 4.A through 4.D in this policy divided by the total number of students reported in 3.A, 3.B and 3.D in this policy or such other method which meets the requirements of ODCTE. Deceased students will not be included in minimum positive placement calculations. Minimum positive placement shall be calculated using ODCTE follow-up data for students from the previous school year.

Follow-up report categories to be included for calculation of positive placement include:

  1. Employed Full-time Civilian - employment is related to one or more Programs completed during the last school year.

  2. Employed Part-time Civilian - employment is related to one or more Programs completed during the last school year.

  3. Continuing Education:

    1. Attending high school or technology center as a secondary student

    2. Attending technology center as an adult student

    3. Attending private school as an adult student

    4. Attending public collegiate school as an adult student

  4. Employed Full-time Military

Other Factors: If a position is placed on probation or recommend for elimination the following areas may be reviewed prior to the closure of a program or the elimination of a position:

  • Employment opportunities available for graduates of the program offered by the instructional position based upon standards from the State and Local Employment Service and Department of Labor.

  • Placement of completers in: (1) the occupational area trained for, (2) continuing education, and (3) military.

NTC wants every instructional position to be successful. When a program or position is placed on probation, the administration and the Board may offer assistance such as:

  • Opportunities for the employee to recruit potential students.

  • Assistance of district marketing staff to help promote enrollment.

  • Professional development opportunities for the employee.

The guidelines set forth hereinabove shall, in no event, be deemed to abrogate, limit or restrict the authority and responsibility of the Board of Education under 70 Okla. Stat., Section 5-117.
